What is foul by non-player in football?
That rule covers all team staff except players who are allowed to sit on the bench. These are assistants, coaches, medical workers, etc. Nobody of them can disturb the official or the players impacting the game.
For example, the football field has a silent code for coaches. Loud commands are prohibited. If the coach wants to communicate with the players, they can use the radio channels or invite the player to the dedicated zone between the dead-ball periods. If it wants to see the entire team, there are opportunities to use a timeout or wait for the break. Besides, the personnel must leave the snow prior to the kick to make the game more transparent.
