Faltered — a horse that ran well the first part of the race, but surrendered at the final stretch.
So these are horses in races, which at first run are on leadership positions, but, in the end, they lack the stamina for the second part of the race.
Most often the term is used in long races (more than one mile). For example, fast young horses can initially get ahead, but they do not have enough strength to finish, and as a result they will not take the best place. Also, a lack of strength at the end of the race may mean that the horse before ran other distances, and it is difficult for it to adapt.
