Half face value of the ticket is the amount of payment in a situation where the unequivocal winner was not determined (there were 2 winners), and previously the bookmaker did not offer a bet on a draw (that is, in normal circumstances, there is usually only 1 winner).
If the winner were only one, then the payout would be complete, i.e. face value of a winning ticket, but if there are several winners, the face value is divided by the number of winners (usually only 2) and the payout at a bet is 1/2 (half).
